This morning I heard on the radio the German embassador saying that the Swastika is not banned in Germany. So for example it would be allowed on the tail of an aircraft in a museum, or a history text book or any other museum etc. What is banned however is using a swastika in public, hence you don't go to a fancy dress party in Germany dressed as a Brown Shirt etc.
