Some companies specialise in copying videos to whichever format you wish, either on tape or DVD. This can be expensive. Unless they're rare or unavailable in other formats I think it might be a lot cheaper to purchase these films in the correct format to start with.
The video format has nothing to do with the TV.*

Also - despite VCR's being able to play back all formats - make sure that your TV can as well - there are some VCR's that are able to say, play back NTSC video tapes and play them on a PAL TV. so check please to save yourseves a lot of disapointment.
