Ok, so if I download Flight for my PC, then for my laptop, do I need to buy the DLC all over again or can I download it through Windows Live?

DLC purchases are tracked through your account, they persist on any machine you log into.  Your saved game isn't, though.  You'll retain the same level and xp points on all machines, but not which missions you've passed etc.  There may be a way around this by copying over a save file, but I don't know where it's located.
