I do not currently have flight sim x but have been using fs2004 for some time. If I get a new machine and get the x version will al or some of my many downloaded aircraft and scenery work on the new one or do I have to start over.

As far as aircraft, some will, some will take some tweaking, and some will not be worth the effort.

I changed to FSX from FS9 about a year ago, no problem
80% of fs9 aircraft and 50% of scenery worked ok , but most now have there FSX versions.
AI  FS9 aircraft will work but they will delete the default AI
aircraft, but once again there are now a lot more FSX AI aircraft  out there .

I would say take a bit of time and find the new FSX files where you can and use FS9 only if there is no alterative
