I think the FSX SDK comes with one but I'm not sure.

SDK does come with the ability to make .cab files, http://msdn.microsoft.com/en-us/library/cc526962.aspx

If you don't have the FSX SDK and you do have FS9 installed cabdir.exe should be in your FS9 root folder.

Simply drop a folder on cabdir.exe and it will spit out a .cab folder of the same name.
