Looks like some sort of engine limiter.
What aircraft did you find this on?

I can not tell you how to use it because it is not from any aircraft that I have flown, but it controls engine thrust.

TO is for take off, CR is for cruise, CL is for climb, etc.

So what would ICE, MCT & GA relate to?

I expected it controlled engine settings...

Guess I'll go up to 30k' & see what happens...

MCT- Could that be min or max climb thrust???

I would suspect that GA would be Go Around.

Interesting find.  again the question, what aircraft did you find this little gem on???
