Modding Airport ATC

I was wondering if it is possible to add more options for a given airports ATC.

I recently updated LCLK (Larnaca International) to the new design that way it is modernized with jetways and the like.

I wish to mod the ATC for the airport so I can have an option to "select another runway for landing"

LCLK only has 1 runway.

Runway 4 and Runway 22.

So far ATC always directs me to land Runway 4 regardless of the weather.


I can select vectors to final Runway 22, but they always tell me to circle to land runway 4.
