problems modifying .cfg file

Hey all, new here.  I am trying my first attempt at installing a texture.  happens to be on the cessna grand caravan which comes with the game.  anyway I can't seem to get the game to recognize the new texture, and modifying the .cfg file (as per the instructions on this site) won't let me save the file after modifying it.

running windows vista if that matters.
