A better place to post this would probably be the scenery design section.
I have not done this, but if I wanted to this is what I think would have to be done.
If you have a carrier that you can land on you need to find where the blg file is at on your HD. You will need to get an airport editor program, I use ADE9X, it is free.
Open the bgl with ADE9X, give it an airport code of you choice, if you want you can even change the location by changing the latitude and longitude, save under a new name, compile your new airport, drop into your FSX addon scenery file, start FSX and you are in business.
The above maybe over simplfying the procedure, but it should be a start.
