Simple ATC Question

When FSX's ATC says "Turn (left/right) heading (whatever), proceed on course", does it want me to keep going on the heading I was given, or to resume my own navigation?

When directed to turn to heading X and proceed on course, turn to the heading to intercept your intended course and continue on course

The phraseology isn't too good.  Back in the day...."Turn right/left heading.....join Victor 440, resume own navigation.  Join an airway and intercept a localizer.
