Could you post a screenshot to show us the problem ?
It would help us understand what is really happening.

Which Aircraft is important also.  I've noticed some have slightly odd views.  Also, some aircraft, especially tail-draggers, you are going to be viewing "at an angle", since your aircraft is pointed "up", and you will not be able to see the end of the runway, ormuch of anything except possibly the nose of your aircraft.

I think I know what you're talking about and it only happens in FSX.  Your line of sight is pointed down at about a 35 degree angle when you want it pointed at the horzion.

I found that (Shift/Delete) resets the view back to normal (FS9) but I don't know what is causing it in the first place.

If I am reading this right.. Shift + enter will raise your seat position, Then adjust view a bit with spacebar and left mouse button.( or hat button ) This I think will get you a better default view over the panel. Shift+backspace will lower your seat.
In level flight, flying a tube, if your aircraft is dead level, I would bet you are descending. Not 100% sure, but that is the way I see it. However, trimming your plane out might reduce some of the nose up attitude.
