You can control your own fleet with it. It's one of my favorite add-ons.

I think AI Carriers only works with Acceleration, or if you download extra ships.

I found a pair just off Norfolk NAS accidentally......also found a highway, complete with traffic, running across the runway's threshhold!

There are many carrier addons out there, many are 100% free too! There is a Carrier 2 miles west of the golden gate bridge, San Fran. but none of its arrestors work.
