Have you messed at all with the 2 voicepack files?

Did you change the airport .BGL file? that always gives me wierd ATIS information.
The file sizes/dates appear ok. The difference is that the sizes I posted are from the file properties windows (right click file, select 'Properties'), while yours are from the Explorer-Size column.
There is no way I know of to extract files from the DVDs. I think it would take a 'Repair'.
Have you tried turning down the 'hardware acceleration'? This can be done from the 'dxdiag'>Sound tab, or from Control Panel>Sound and Audio Devices.

FS ATC (introduced with FS2002) does not use 'text to speech'. The .gvp files contain recorded .wav words/phrases and the code to produce the appropriate text and .wav output. At runtime the text is displayed and the .wav output is assembled using bit and pieces from the recorded voices.
