Some of my downloaded add-on scenery folder have "scenery and "texture" files. Is the "texture" files supposed to be copied into the FSX/texture files also?

No. Nononono. Unless the readme says otherwise.
Your addon scenery folder should look like this:



(Without the .dat file sometimes.)

If there is something that needs to be placed somewhere else, there will be a fourth directory/file labeled "Flight Simulator 9\Texture" or "Flight Simulator 9\Scenery\xxxxx(World for example)\(scenery/texture)
