After all tweaks you should be able to run scenery at high settings, traffic you can tweak, weather as pleased... mess with framelock until you get a good one (always lock at 20fps when online) and set your resolution to the max, no bloom unless you are willing to sacrifice something else for it and keep your Global Texture Quality maxed. With all settings applied for me and Nick's preferred drivers I get 20-35FPS on high as before I could barely hit 20 on high
