The heli throttle (joy stick prop axis) should be set full open for flight. The 'Rotor/PowerTurbine % RPM' must stay in the green.
The heli throttle is used to to set low rpm when on the ground and for warm-up and cool-down proceedure, to avoid 'thermal shock' damage to the turbine.
It is not used to control lift, that is done with the collective (joy stick throttle axis).

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
