Hi,
I think the add-on realistically requires more system than your giving, ie 4gb ram, at least 8800 Graphics Card, at least 3 ghz CPU.
I would look at my settings and try reducing Autogen, traffic, sea to 2x low etc... as you should stil be able to run the scenery.
