It's not possible to let passengers board or leave a plane (at least with default); refueling can be done by calling the fuel truck (look for keycommand - or maybe someone knows by mind) or by auto-refuel (hit 'alt' and refuel manually).

Refueling involves taxiing to the fuel station somewhere in the aerodrome. Some, like Meigs (though discontinued) have the station near the parking spaces, and others have it somewhere in the field. Have a look around, it should be somewhere visible. Stop next to and you should get fuel.
There is an addon somewhere for passengers... in the FSX files on the download site. I don't know if it gives you actual people, but it says it simulates them... so who knows ;D

From the other thread (FS11)
Ctrl+J activates the 'Jetways' command, that bendy bit which connects the doors to let your terrified passengers off and the next victims on ;)
Ctrl+F calls for the fuel truck.

At some controlled airports, you can request Ground controll for directions to the fuel pumps
