Why is it that after I have shut everything down (in any jet by the way) and even after all the fuel has been dumped, the engines still turn and make sound?

I have the issue as well on some of my FS9 birds.
Can't explain. :/

It could be the engine windmilling in the wind, although I'm not sure FS models that. Set all the wind to zero and see if it still happens.

I experience something similiar, except for the engines still spinning. I can here a sound which I can only attribute to either air conditioning or APU, but can't find anyway to stop it. Even turning the master off doesn't affect it.
