I am looking for a decent payware scenery.

I use my laptop at work to go online, I do not have an internet connection at home.

I want to purchuse & download to my Laptop, then go and install on my PC at home...lol...hope that is legal anyway.

Therefore further online activasion wont work for me!

Any ideas on programs suitable for me?

For payware scenery, I would suggest Flight Environment X (FEX) and Ground Environment X (GEX).  I just recently got Ultimate Terrain (UTX) USA and Canada.  I've had no problems with any of the above and would recommend them.  However as far as your question on downloading them to your laptop first, then transfering the scenery to you desktop at home, I can't help you there.  I wouldn't even know where to begin.

The GEX N-hanced update is about to go live in the next day or so

I highly recommend it with UTX and FEX
