How when i am on a final approach and i have been cleared to land how come the ATC lets another plane taxi onto the runway i am landing on when i am like 100 feet away from the runway?

Oh - thats  to make you go round again. I have noticed this - but perhaps there are only few slots for landing and unless you get down like an express train - they think yr too slow and send you round again.

If I am following a plane in, they are always under my plane - like skimming the ground - maybe i need new glasses - but i am sure I am exactly at the right height.

Hmmm, that has never happened to me. I have had them hold short on my runway before but never had them interfere with my landings.

I've been cleared for take-off and a second or two later had an incoming cleared for landing but the incoming was 5 or 6 miles out not 100 feet.  Maybe a glitch? Does this happen often? And if so, does it happen at several airports or just one?

That happens in real life in US. ATC often clear a plane for takeoff while a landing is only a few miles out. Heard a story that when British Airways first started to come to KPHX the controllers did this often and BA complained every time about how it wasn't "save" or something like that. That practice was unheard of in the UK. They've since gotten used to it.  ;D   Since wake turbulence doesn't apply to a landing aircraft wile another is taking off its perfectly safe to do that. Helps speed things along.

However the original question seems to just be a glitch about who has what authority or something. FS ATC wont clear someone to takeoff or land just cause your too slow, I've had 737's pass me while I'm in a maule and the 737 is told to go around. I've also had multiple aircraft wait for me to land while I was in a similar single prop plane.

I fly out of MSN all the time and just as I'm taking off a fuel truck crosses rw 36 just seconds before I hit it.
