This should be possible but might not be that easy. Since there are Fuel trucks that come to your aircraft with a touch of a few key strokes all you would have to do is make one using the vehicles of your choice and then assign a key stroke to use them. This is not going to be a easy task. You might want to check the SDK that came with FSX it might help you out. It sounds as if this would more than likely have to be done using GMAX. But there could be other means as well. 8-)
