You can edit an existing panel, you can even create and add your own panels. Or do you want to install a panel that you've downloaded?

Be careful with FSX , is not the same as FS9 to add another panel, the plane could even disaapear away from the aircraft menu , by doing something wrong in Panel.cfg
and Worth , I sugest you to not to change default FSX plane panels
Is the same procedure as FS9 ,Just leave or drop the gauges in the same panel folder and as Jimcoopers saids Find the read me file ,because every panel has their own caracteristic, only that you have to places the gauges in the panel folder with the textures..

This is very easy just back up the original panel folder(Put it in the desktop) Unzip the new panel into another new panel folder ,and put the new one inside the aircraft folder set the gauges inside the new panel folder ,open FSX and see first if the plane is there and the open the game & hit F10
if it doesn't work remove the panel and place back the original panel

The panel folder is located in
Program Files/ Microsoft Games/ Microsoft Flight Simulator X/SimObjects/Airplanes/
Aircraft Name/Panel

Installing a new panel should be perfectly straightforward. It will either work or it won't. The procedure is exactly the same as in FS9.
All panels will be configured in a folder named Panel. This will contain a file named Panel.cfg + one or more BMP images. To replace the panel of an existing aircraft first rename the original Panel folder to back it up. I would rename it Panel.0 or similar. Any name will do providing it's different. Then make sure your new panel is configured correctly & paste the new Panel folder in to replace it.
Gauges included with a new panel can be installed to the FSX\Gauges folder as with any other version of FS. Most gauges will also work if pasted into the new Panel folder just as in FS9. This makes it easier to remove gauges if they're not compatible. If a new panel does not work for any reason simply delete the new Panel folder & rename the original folder back to Panel.

Try one & see. As I said earlier it either will or it won't. If there is a problem it will most likely be with incompatible gauges.
