Any FS9 traffic.bgl file will -cancel- all AI out if it is located in the Flight Simulator X\Scenery\World\Scenery directory.
You must install any AI aircraft traffic file which has not been converted to FSX format in the addon scenery folder inside its own scenery direcory and then enable it using the scenery database, or, use a utility to convert the FS9 AI traffic bgl file to FSX which at that point it can live in the Flight Simulator X\Scenery\World\Scenery folder.
WoAI, PAI and other addon AI aircraft which come with their own traffic bgls are not FSX compliant and must be converted -or- placed into a folder other than where the main FSX traffic file is located.
Assuming you did not install any AI planes OR and AI traffic from FS9
