Ok, I'm trying to get to know how I command the ground vehicles in FSX.

Shift + F   orders the fuel truck.
Shift + P   Pushback truck

But how do I get the baggage carts to scramble around my airplane?

And how do I control the gate? It can move to the aircraft in FSX, right?

Shift + E + 2 should open your cargo doors and get the baggage carts (on default aircraft)
Shift + J should get the jet airways (gates) come to your aircraft as long as the parking brake is on and you're parked in the right place. I have had some problems with this, even on the default 737/A320 where it only seems to work on certain airports. It also won't work with non-default aircraft unless you fiddle around with the .cfg file (I think). Details of how to do this were posted a few weeks ago somewhere?!

Shift + J should get the jet airways (gates)

I believe it's actually by default 'Ctrl+J' to move the airbridge

try cutting your engines off, heres what I do,  I choose my jumbo jet, choose a gate, then start, I then turn parking brakes on, turn engine(s) off,  calljet way then open doors then the carts come after a bit.
