:D  I did some playing around and found that if I create an AFCAD in FS9 and move it to FSX, it shows up.  I make my own airports so I use Flattex to Exclude and flatten the area.  I thought "why not copy the excluded and flattened area from the scenery cfg file in FS9 to the scenery cfg file in FSX, making sure to use the right area".  Western U.S. in FS9 is area 10, in FSX it is area 22.  I did that to both scenery cfg files (one in the program, one in the FSX folder under documents) and lo and behold I have my airport back and to my surprise all the gates designated medium and above have push back carts and support vehicles.  Plus, for some reason, moving airport traffic, buses and stuff.  The FSX SDK has an object placement tool so I will try to add buildings.  Be sure to turn it on.
