I have read alot of posts on here and other places about tweaking the fsx.cfg. I have vista and it is not where they say mainly because vista does not organise my documents the same as xp has any vista user found it yet? :-/

It should be around here...

C:\Users\(YOUR NAME)\AppData\Roaming\Microsoft\FSX

To be able to see the AppData folder and sub folders you will need to go to the control panel and click show all hidden files and folders...  ;)

Thats right, thats where it is.  I made all the same tips and tweaks on my 64 bit Vista as my XP version, you`d be well surprised at the difference in quality and FPS.  Its made a heck of a difference, feels like having SP1 already.  I also manually added my copy of Traffic and Flying Club X to Vista, not supposed to be compatible but they work brilliantly-just added all the files and folders from an XP installation.

Manchester UK 28fps on the ground with 35% air traffic and 15% ground traffic
Humberside UK 50-60 fps as above
Amsterdam Netherlands varies around 40fps as above
Palma Spain around 40 fps as above even with all the mountains in view
New York 12-15fps as above (this one astounded me, its normally really bad), very fluid for landing and moving about....

London Heathrow UK for some reason was the bad apple in all of this, got the lowest frame rate, it is busy but I thought New York would be worse!

This is with almost all settings on ultra high, ground shadow off, water 2x low, 35% air traffic and 15% airport and other traffic, weather low but detailed clouds, etc.  I can turn water all the way up and air traffic too if I want.  Used the tips and tweaks from the sticky.
