Not sure about FSX, but on FS9 during MP, the ATC service isn't available - I guess this could also be the case in FSX.
Sorry to be a bit vague, but I'm sure somebody else will pop in soon & clarify things.

If you mean run a tower.. you choose that option when you're signing into the MP session. It's kinda like an aircraft.. has many views both virtual and 2D. You just have to go in and play with it.. get comfy with all the radar-screen touch-commands (it's pretty realistic)..
Best way is to start a session as the tower; and describe the session as "Learning tower functions".. Pretty soon several players will join and you'll have a blast.

Yes, the MP function is indeed great, beats the old one, and it is nice for the shorter hops.

Ahh ATC, probably the most stressful and confusing part of flight. Lucky for us its just a sim, Anyway I could go on for a long time about ATC and the FSX Tower. Instead how about you get a little more specific and well see how we can help you ;D

In FS itself not really, but when your flying online on the bigger networks then the ATC can approach its real life counter part pretty close sometimes.
