LOL...probably...AFAIK, the thing only appears when you're on a mission

Just for the record, what you hear in the "Missions" are separate recordings made for that particular mission. That is not the 'normal ATC' at all.
The good news is that Edit Voicepack created .bgl files will work in the Demo, so most likely they will work in the RTM version of FSX as well.
