This is a great example of a scenery problem. One has to remember that FSX displays scenery in a certain order starting with layer one and going down till it gets to the end. So what has happened here is an addon scenery was added perhaps an update of existing scenery so what you are seeing here is an example of one scenery being displayed out of order. If one decides to add an update to existing scenery there are a couple ways you can do this without creating a problem like this. Some scenery designers will use what is called a flatten command or an exclude command which will clear a given area before new scenery is made. Another way is to make sure that the new scenery is displayed last.
In this case it looks like the newer or the addon scenery is not defined at the same location as the old scenery and if that is the case it will not make a difference as to which is displayed first as you will always see the same result.
So you have to decide on which one to keep and remove the other one.
Usually a replacement scenery is defined in the exact location as the original scenery so it overlays it causing the original scenery to basically disappear providing you display the newer scenery last
