Which version of FSX do you have ?
If you have FSX SP2 only, the arrestor cables will not work.
You need FSX Acceleration or FSX Steam.
You also need a plane that is correctly defined to have a functionnal hook (not only visual model). For example, the default F-18 Hornet is correct.

If you really want a challenge use a C130 Hercules This aircraft is capable of landing on a aircraft carrier without an arresting hook. This was actually done in the real world when the Navy was trying it out. They had to install what are called JATO (JET ASSISTED TAKE OFF) bottles on the doors of the main landing gear when the plane had to take off.
The Navy abandoned the idea as not really worth the effort. What enables the C130 to do this is the propellers can completely reverse stopping the plane quickly. The P3 could do the same thing as the two aircraft used the same engines but the P3 wings were on the bottom of the aircraft and the C130 are on top allowing them to clear the tower on the carrier.
I was in a P3 and we had to land on a very short runway. This runway was meant for Cessna,s and Piper aircraft. The take off was was heart stopping we used water alcohol to increase engine performance on take off . We lined up on the runway as far back as we could and than the pilot locked the brakes and applied full power and held it for a while than released them. We bounced twice and I swear it felt like I pulled 3 G,s during the take off. Afterwards I calmly radioed the pilot if he would go back so i could get my stomach. I had no idea that this aircraft could do what it did. Talk about a rush. 8-)
