After uninstalling the file exit out of FSX than find and rename the FSXSCENERY.CFG file rename it to FSXSCENERY.BAK This will cause FSX to rebuild it than see if the error still exists. If the problem is no longer there than the file you have is bad in some way or the other.

Seems like the problem happens when terrain mesh is added - hense it doesn't show with default scenery.
