I think FS 2004 needs a "scenery.dat" file in the Scenery Folder for it to to be recognised in the FS 2004 Add-On scenery list to work!
The Scenery.dat is not necessary. FS will create one when you activate the new scenery area.
I very much doubt that FSX missions will work in FS9.
I'm going to give these two a try.....

They are listed for FS 2004 and FSX, but I guess they will only work in FSX.!
I will just refer to the included Maps, and file a Flight Plan.

I believe Gera used to produce Missions specially for FS 2004 at one time.
