Scenery Activation problem

Hi guys, i've recently downloaded a few addon scenery packages and put all the files into the fsx addon scenery folder. then when i go into fsx to add the area, i click on the scenery i want to add, press ok, but it just goes into that folder (which is says is empty), and doesn't add it.
What is going wrong?

Sounds like the 'adding scenery in Windows 7' glitch.
