Frame on default Baron panel

Frame on default Baron panel

There's an empty frame -- looks like a gunsight -- mounted on the top of the default Baron's instrument panel. Can anyone tell me its function?  Thanks.

that's the windshield heater plate (de-icer), mounted on the outside of the windshield.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
