Frame Rates

What causes frame rates to run steady, (35-45) for 20 seconds, then drop to (7-12) for 10 seconds? They just run through that cycle.    
My PC is: AMD 2 core 64,2 gig memory,nvida 9800 GTX+.

When you are out in the open are your frames high? When you hit a City or busy airport are your Frames low?
