How do you change throttle have more finite contol

By default you move the throttle and it move 0.30 out of 1 to 100 everytime.  So now where do change the setting to make it more finite; less than 0.30 for better control.

And once you get the object thrust how do you prevent accidentally knocking throttle and keep the setting in place?
