can I lock commands?

I have FSX installed on a public computer at my A&P school.  People love to mess with the keyboard settings, to "suit there own needs".  they change all the commands and never put them back.  Is there a way to lock the keyboard commands so they cannot be changed?

From Windows Explorer, set all those config files to "Read Only."

Alternatively, if using Vista, set the permissions levels to "Administrator Only"...
