Can't get fs recorder to work

I have installed it, re-installed it, made sure I have SP1 and SP2 installed, have the latest version, copied and pasted the required dll.xml file....but I still get no "tools" add-on menu anywhere. Where exactly is this tools menu suppose to be? What else can I do to get fs recorder to work?

Press the Alt key when flying, and select it from the 'add-ons' dropdown menu.
