IMC?

FSX including FSX Steam version.

IMC?

I was wondering what the weather criteria is for IMC? (Instrument Meteorological Conditions).

I wanna accumulate some instrument hours...

IMC is defined as any conditions that do not meet the VMC minimums. They can vary by jurisdiction and (in the US at least) vary by airspace.

US-Visual Flight Rules

In the sim I think anything below 3mi. vis is IFR only.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
