Is there a way to make the cargo vehicles and the vehicles that are supposed to push the planes onto the taxiway move and operate?

If you don't see them, do this:

In the FSX settings menu, make sure you have advanced animations check on. Also, check your airport vehicle slider in the traffic tab and make sure it's not empty or none or whatever it is. The higher the slider, the more vehicles you'll see. But beware, FPS takes a hit from this.

I can see them, I am talking about how to make them move, if there is a way. Sorry, I guess should have been a bit more clear.

As long as you're using a default aircraft, you should have no problems.  When you are arriving at the gate you can press Cntrl+J for the jetway to attach to the door.  Press Shift+E to open/close the main exit.  Press Shift+E, 2, to open/close the cargo doors (the baggage carriers will move to the cargo doors).  When you are leaving the gate or ramp, you can press Shift+P to pushback.

If you are not using a default aircraft, in most cases you will be required to edit the [EXITS] section of the aircraft.cfg for the above to work.  See the link below.

Hold on. I got it all working now (by all I meen the pushback because I already knew the jetway and main exit) except for the cargo doors. When I press Shift-E-2, the radio panel comes up and the main exit closes.

I think it's the key '3' that should be used for opening the cargo doors.
The '2' key commands the emergency exits if I'm not mistaken.

Everything is working except the baggage cars aren't moving in.

Sometimes the baggage carts give me trouble too.  I haven't quite figured out everything I need to do to get them to move, however I've found that as long as I am parked properly in a parking spot, and have my parking brake set, the baggage carts work.  Sometimes it has taken a few minutes for them to move, but they do move.
