Strange proble with ATC window

Recently I had a problem with FSX steam ATC window when ever I opened it up the window would go crazy it would make random selections without you doing anything at all like ask for an altitude change both higher and lower this was crazy .
Being it was stem I re-validated my local files which will replace any thing that is corrupt. That worked for a while than it stared up again
I finally wound up removing FSX and re acquired it so far it looks okay
I have FSX Steam installed on my B Drive
Has anyone else had any issues with this I read someplace that SIMCONNECT was acting up and causing all kinds of odd events.
I use Norton so I scan for viruses regularly
