The other things you could try would be to first uninstall ORBX and see how that effects things. If the problem goes away than there is some kind of conflict with a scenery in ORBX and a scenery in your FS. If you still see the problem than there is some other addon that is not in the correct order or was installed incorrectly.
By that I mean I have downloaded scenery that includes what is called a FLATTEN command that you have to make part of the scenery that is downloaded. FLATTEN does just exactly what you think it does It flattens or clears an area so that when the scenery is installed it does not create a problem. Now from what I have seen it is not that often that you find scenery with a flatten command in it. Usually the result of an inexperienced person that does not know all of the ins and outs of scenery making.
The other thing you could do and I know this is going to be a pain in the rear but I would start with a fresh copy of default scenery. If you thought ahead you should have backed up your scenery folder before adding any scenery. If you did not do this than your only other option is to uninstall and reinstall FSX. If you have to do this back up your aircraft folder so you will be able to put back any downloaded aircraft.
Once you have a default scenery you should not have any issues in any ares than try installing the other scenery one at a time and check after each one is installed. This is the only way I know to find out what is causing your issues.
I wish you luck and hope you do not have to uninstall FSX as this can be a real pain for sure
