Without pedals, you should open the aircraft.cfg, find the Contact Points section, and follow instuctions there. You will find something like this:
//point.0 = 1, -18.62, 0, -3.823, 1280, 0, 0.698,
045, 0.415, 2.5, 2, 1, 2, 0, 217.4, 217.4
//For non-castoring tail wheel, replace point.0 below with statement above-remove slashespoint.0 = 1, -18.62, 0, -3.823, 1280, 0, 0.698,
180, 0.415, 2.5, 2, 1, 2, 0, 217.4, 217.4
This simply changes the tail wheel angle of deflection from 180 degrees (indicating a castoring wheel) to 45 degrees steerable.
