What aircraft are you referring to?  As far as I know, default aircraft are not able to, but some add-ons do simulate fuel dumping.

If you want to simulate an emergency with connected fuel dump with less... gifted airplanes under FS, you can always access the fuel menu and take away the necessary weight from the tanks yourself, else you need a plane that has been opportunely coded with a simulation of this procedure.

The bottom line is that if you want to adhere to the procedure of fuel dumping at the best the simulator can do, you need a plane that's simulated as best as it is possible. Default planes and common, normal add-ons, as Davysims already wrote, just won't cut it.

Among freeware planes able to simulate actual fuel dump I only can recall the Constellations coded by Calclassics (L-749 and above). Other freeware may exist, but I'm unaware of them.

If anyone ever cracks this fully and can get tanks to drain 100% I would love to know...I could use this very nicely with a jettison drop tank animation I had built...
