How can I slow down the DeHavilland Dash 7 taxi speed?

You'll notice on the right of the engine controls pedestal some levers called "condition levers". Pull those back about halfway while taxiing.

As Sean said... it's called Beta range, use it during taxi for all turboprops, changes the blade angle so it's not procuding forward or reverse thurst.
