when you installed FS9, it should have asked you if you want to "allow all users" access to the program.  Meaning, that if you create another "user account" you still should be able to fly with no problems as it is not "ADMINISTRATOR ONLY"

I believe the settings for FS9 (or X) are saved in the FS?.CFG which is found in the C:/DOCUMENTS AND SETTINGS/(USER)/APPLICATION DATA/MICROSOFT/FS9/FS9.CFG

you would have to "copy" the ..../FS9 folder containing the FS9.CFG alson with all the other files to your new (USER)/APPLICATION DATA/MICROSOFT/ folder

I do know however, that if you have multiple accounts and you go to install FS9, it will put the FS9.EXE on EVERYONES Desktop. it doesnt matter if you want it there or not, it puts it on EVERYONES ACCOUNT.
