Texture "Glitter"

What settings can be changed to stop the texture from acting like little ants wriggling around--like a carpet that's alive and moving--like land inhabited with nervous spirits?   :o

Try a different anti-aliasing setting on the Graphics control panel in the "Settings"

Display settings>Hardware tab.....reduce the 'MIP mapping quality' slider. Start with 4.  You can experiment with higher settings, but 4 or 5 normally works best.

I have found, that over the years, any slight problem, annoyances, etc, regarding the display, can often be cured just by experimenting with the wealth of options available in the Display and Hardware, etc, settings in the drop-down Menus in the Sim...;)..!

Its always worth quietly making slight adjustments until you achieve what you are aiming for!

...that's what I do...;)... ;)...!
