First you need to identify the correct Panel folder to install to your F-16. This appears to be the one shown open in your shot. Right-click on it & select Cut. Then go up two levels into the main Thunder folder & paste it in. Overwrite files/folders when prompted.

If I remember correctly you then have to paste the Panel.cfg included with the F-16 into the new Panel folder. This should give you the VC gauges. If you tell me where to download the aircraft I'll check it out for you. I should already have the panel.

Yup. The sim will only recognize the contents "outer-most" panel folder.

So, in other words, in this example:
...F-16/ panel/panel.cfg,

Nice panel - no gauges.  Makes for an interesting approach and landing.  Need lots of runway.  All this back and forthing between folders and FS - gotta be a shorter way.

It's the way the files are configured. Some are better than others. Nothing anyone can do about that I'm afraid.

Make sure you installed the gauges included with the panel.
