This is the first time I've heard about this one, but you could try more than one layer, stack a couple of overcast layers on top of each other, the reasoning behind this being that one layer would cover any gaps in the other.
A better solution would be to get fsskyworld, it's free, looks better, and has the overcast you are seeking. ;)
 Hope this helps. :)

Are you talking about how the cloud layer would look like a "disk" with plainly evident edges, or actual breaks in the clouds?

actual breaks in the clouds with overcast selected and being able to see the ground...this dident happen with fs 2002 and really wish it dident happen with fs9..so looking for a tweek so i cant see the ground at all ...

Hmm, ok. I know you said you have the sliders at 100%, and you ARE manually setting the cloud type to stratus and overcast as such:

I know this might seem like a given, but it always helps to cover all the basics first. ;)

yes all that has been done..the basics i know well been in fs since 98..so as far as the program sliders im good...im thinking and hopeing there is a tweek in the cloud program itself that can be changed to give the same effect as we got in fs 2002 a completely overcast sky with no visibilty to the ground...

If you are talking about flying up through the overcast layer and then looking back down at he ground and it is seen clearly....... this is a bug in fs2004 that even ActiveSky 6.5 won't completely fix.

A limitation of fs2004.
